Motivation? Maybe the Bears want Briggs to perform at a Pro Bowl level
for a second season before committing the big bucks to him. My gut

Given market appreciation Briggs might be worth Url's current
contract. That said, would Url then ask for a raise??

I read some of the subsequent responses to this, and regardless of how
people feel about the individual players you have to consider the
context and era. Who knows, in the current era
Singletary-Marshall-Wilson could just be an average group of LBs given
changes in D philosophy, modern offenses, and the fact that players
are generally faster and stronger now than they were a decade or so
ago.
All we can say definitively is they are special players, Pro Bowlers
during their repective eras, and we are very lucky to have them
playing for us.
