Bears Police Blotter

Ricky Manning, Jr, the Bears big free agent splash [roll eyes here],
got himself into a bit of legal trouble recently.  So much trouble
that Bears' fans might not get to see him play until the year 2010...
unless they follow the penal leagues.

Two things occured to me when I read about this:

First, there seems to be more current Bears making police blotter
headlines than in years past.  In addition to Manning, Tank Johnson,
Olin Kreutz and Fred Miller have had minor run-ins with the law
(granted, the latter two weren't arrested but they were investigated).

Second, it also seems as though the Bears have started taking chances
on players with possible character issues; which if true, would
indicate a slight philosphical change in their approach to filling the
roster.  Along with Manning and Johnson, players like Dusty Dvoracek
(taken in last month's draft) seemingly reveal Jerry Angelo's
willingness to roll the dice on players who are off-the-field risks
but may be on-the-field contributers.  Some would have even considered
Cedric Benson a bit of a character risk prior to the 05 draft.

So, has Angelo started to focus more on a player's 'ceiling' and less
on their 'floor'?  And if so, why?  Is he, perhaps, feeling the pinch
of job insecurity after five years at Halas Hall?
