Both tags are open, correct?  Franchise and transition?  Don't even take a
chance... franchise him.  He would get the top 5 average at his position
(VERY FAIR), and we get to keep him.  That would only be a yearly deal,
though.  Hopefully, the Bears can leverage that tag to get him to sign a 3
year deal.
