However, Jones did not report two incidents to the league. That is a violation of the league's policy. Everything I've read has said that those two incidents makes it far easier to punish Jones since he's the first player to fail to report an arrest.

What's a bit of a mystery to me is what Jones got more than Henry because
Henry's at least been arrested and, I think, charged with crimes.  Jones has
'only' been talked to by the police.  Granted, Pacman's had 10 such
incidents; but Henry's run-ins with the law seem worse.

So I am wondering what the principle behind these punishments is.

By all lights, Tanks offenses are far worse.  And if that is so, then he
will get at least Pacman's punishment--perhaps more.
