The criminal justice system has to go a whole lot farther in its burden of
proof -- since you are taking away both livelihood AND freedom -- than the
commissioner does. I think that's part of the new bargain worked out. As
long as they have decided that he's brought shame upon himself and the
league, their burden does not have to be "beyond a reasonable doubt." Just
my impression.
