Behr, there are plenty of arguments for Payton, but you're not making any of 
them.

Montana won two Super Bowls before Rice was drafted. His team was 
consistently elite, always because of its offense. Nobody, nobody was more 
dangerous in the clutch. He never threw an interception or a fumble in four 
Super Bowl wins. And his team was downright AWFUL when he was drafted (2-14 
while he sat behind DeBerg as a rookie).
