I believe so. That's why it was not a no-brainer to me, because it
represents a change in their way of doing business. OTOH, if it's done with
the expressed intent of getting a long-term deal done and he and his agent
fully understand that it's going to happen (I'd have to think Drew Devilhaus
would), that's fine, it's just business. And it should only be done in a
situation like this.

Correct me if I'm wrong, but isn't this the first time the Bears have ever
used the tag? I know they've used the transition player tag in the past
(Alonzo Spelling comes to mind), but I don't have a memory of them every
using the franchise tag on another player. Nice choice for a first time
tag.
