[CBFF] NBR Early National Perception

In Washington DC, about four blocks south of the Capitol building (the 
seat of world power, blah blah blah), is a small city of homeless people 
living under the I-295 onramps and overpasses. Guess what? It ain't in 
any of the city guidebooks. There are many other neighborhoods there 
that make Chicago's worst look like prime real estate.
