Dat's pretty normal. Toxicology tests are after the Preliminary Breath Tests 
and also after the suspect gets a chance to talk to a laywer, which could be 
an hourlong conversation if the cops are afraid to stop it too quickly.

Part of the reason it was lowered to .08 everywhere, AFAIC. Cuz .08 people 
are really .11s and .12s.
