I can understand it, too. But I think it definitely reduced his trade value
as people might have thought that the Bears might be more desperate to dump
him.

Agreed. Hindsight is 20-20 but Briggs undoubtedly should have taken the
offer. Even if he plays this year his time will be reduced as the Bears
play Williams and Okwo which probably means his value drops.
Again, in fairness, if Williams hadn't been injured last year and had proved
himself, I figure Briggs probably would have been allowed to hit the open
market. He and DR were the victims of some bad luck, there.
