I don't think it's luck. He didn't get the poor luck of a commissioner who 
wanted to send a message that he rules with an iron fist. He got a 
commissioner who wanted to send the message that screwing up will be dealt 
with severely, but contrition and cleaning it up afterward will earn you big 
brownie points. Pacman did the worst possible thing based on that message 
and got hammered.

Tank did what he was supposed to do and got leniency for it.
