I know what you're saying, and I understand it, but "better" is relative. He
might not agree with the NFL's definition of better and be thinking he can
"stay out of trouble" in his own way.
Obviously he didn't, but I don't think it's as cut-and-dried as he's
unwilling to change or doesn't take promises seriously. He very well might
not be remorseful about everything he was called to the carpet on -- the
weapons charge for having a gun in the car, for example. I don't think it's
terribly mature behavior, but I also know it's pretty damn common among pro
athletes from urban environments.
