PFT reported that the Panthers never actually gave Keyshawn the 3 million. So, with that in mind, it looks like the decision was made early in the offseason.

They SAID it was because they want to commit to their younger recievers.
True or not, I don't know, but I can see a case made for getting Jarrett and
not thinking he was going to be available when they picked, then thinking
that they'd rather get him the ball more often and that Key would not take
being benched for a rookie well.
But that thought did go through my mind. Anyone hear something Key said
during draft coverage that could have been taken badly? Did he commit a
Ferolie?
