[CBFF] ST - Garay makes practice squad

A team can sign any player off of any practice squad as long as the player is put on the 53 man roster.

If a player already made it to the practice squad then that means they cleared waivers and no other team was willing to put them on their 53 man roster. Giving that kind of salary to Garay is not completely unusual but it means that any team that wants him for their 53 man roster would probably have to pay more than than the minimum or meet some condition like playing time that Garay has.

How does this work exactly? I know guys have to clear waivers before 
being placed on the practice squad, but what are the rules for other 
teams plucking players off and signing them once they are already there?
