Huh? Stand to reason? I cannot imagine any circumstances under which
they've been "holding back" in anticipation of the Dallas game. Or any
game. That makes less than zero sense to me.

We do not have the luxury of not going all out on offense. I could
understand this if it were Payton Manning or Tom Brady--probably the only
two QBs in the league who could 'turn it on' or 'off' at will--but not us.
The coaching staff has really wanted us to get on track. But we have
failed.

The only thing I could imagine is that Turner has ratcheted back the
deep-out options in his play calling, hoping to spare Rex some early
devastating mistakes. Getting on track, for Rex, includes avoiding critical
mistakes and undue risks. So I could imagine the coaching staff wanting to
discipline Rex to play within the offense before cutting him more slack and
discretion. But not at all because they have stuff they're waiting to
unveil against the Cowboys.
