Vic, mental illness can manifest itself in maniacal acts of premeditation,
where the end is so overpowering and great that any means seems acceptable.
The problem is, I think you still have to hold people morally accountable
for actions (including planning) that they might do in such a deranged
state. If not, then you subtly move the bar of normalcy in a direction that
morally legitimizes the actions.
In other words, human evil is often involves insanity because to do it, you
have to release yourself from the psychological constraints that normally
inhibit people's behavior. But it is genuinely you, who make the
choice--even if it is a part of you you would rather deny exists.
So, in that sense, I think the 9/11 murderers were insane but morally evil
at the same time.
