I think the point he's making is comparing signing Rex to bringing in
someone else via FA.

Let's face it, unless Orton really has a breakthrough our QB situation
isn't going to see a sudden and remarkable improvement. The best we
can do is make sure the guys around him are solid (OL, RB, WRs)
because there isn't a single QB available who's going to change things
overnight.
