Well, he threw 14 passes. If you think that Chicago QBs can win games by throwing the ball less than 15 times... sure, he's a great answer.

Amazingly, Orton's best game (according to the stats) was when the
weather was least favorable for throwing the ball. A Chicago QB for
Chicago weather???
