It just depends, South Bend does brush a lot under the rug but there are definitely people that would like to take ND down a peg or four. Since it's not a public school a lot of the more educated people went to other schools or were like Jerry and hated the constant coverage.

What got me about the whole UWashington thing is it's not like Seattle
is some little college town. The money pouring into the football
program is peanuts compared to what Starbucks and Microsoft do for the
city. I would expect something like this to happen in South Bend or
Madison where the university more or less dominates the local scene
rather than Seattle.
I find it interesting that at the end they mention how Stevens "lost
millions" when he was arrested in AZ. In the end the guy will probably
continue his self destruction and possibly end up dead somewhere, and
the people who enabled him along the way can carry that guilt.
