One of the reasons the Broncos could do that is because they were the only zone blocking team in the NFL. It's just like how the Pats and Steelers kept drafting linebackers late. It's supply and demand - if nobody wants the type of player you're looking for then it's easy to get them late. In addition, since the scheme is so different they like to have players around for a couple years before they start and it's a lot easier to keep players around if they're late round picks.
