Here is my take. Call Ortex what you want, but I feel they are better 
than pathetic as many seem to feel, but will never be "franchise". I 
have less confidence that Grossman will succeed at this point. I think 
Grossman has shown more "flashes" of good things, but if in two years of 
starting he hasn't been able to find consistency, I don't think he will 
. If he magically "gets it" this year, he could be a good QB in the 
league (I think he has more potential upside than Orton, but I think 
Orton could be the more consistent player which could be better for the 
Bears). Between the two of them (my gut says Orton would be my guess), I 
think we could get a QB of the caliber of Erik Kramer or Jim Miller. 
Someone who really won't wow you, but can play well enough to win with 
the proper supporting cast. Do we still need a franchise QB? Yes, if one 
is available, but I would definitely say we improved our 2008 roster 
more in the draft than if we would have taken Henne in the second round. 
i.e. our RB play is more deficient to "average" than our QB position. 
Once we chose not to take a QB in the first or second round, I agree 
with the philosophy to not bother selecting one unless there is a one of 
high developmental potential for the future because they aren't going to 
contribute this year unless we stink far more than I would expect.
