I think Rex has a better arm than Montana did, but it's otherwise a
little ridiculous comparing the two. True, neither were "prototypes"
when it comes to their stature (and I believe you are correct about
Montana's smallish hands) but Montana seemed to always make the right
decisions with the football. Plus it helped playing with a HoF WR and
very good TEs most of his career.
