That is a very good point, and I do agree somewhat. He's got a stoner's 
personality, man, like, dude, why you sayin' stuff like that about me? What? 
You wanna fight? Naw, man, I'm just hangin'.

Additionally, we are talking about Texas here.

On the other hand, we're talking about Austin, Texas, which is to the rest 
of Texas what Madison is to the rest of Wisconsin.

What I can imagine is Benson not being cooperative in the sense that he 
simply wouldn't agree that there would be any reason for the police to 
interfere with his party, with his boat, embarrassing him like that. That 
they were picking on him for any of a number of reasons, which, let's face 
it, police are known to do with known subjects no matter what part of the 
country they're in. I don't mean to the point of abuse, but perhaps 
borderline harrassment. And I can see a bit of irritation and an attitude 
that he's a highly accomplished local legend and these cops think they're 
hot shit and aren't... and you get the picture. Giving a "screw you guys" 
attitude, not physically but verbally, oh, yeah, I can see that.
